The El Paso Collaborative for Community and Economic Development facilitates affordable housing, small business and economic development in El Paso and contiguous counties. The Through the Homeownership Rehabilitation Assistance-HRA Program financial support for reconstruction or new construction of single-family residences owned by low-income households living in El Paso County is provided. New Construction of site-built housing on the same site to replace an existing owner occupied Manufactured Housing Unit (MHU) is an eligible acitivity . Financial literacy modules are available on the website. There is also a money management program available for the community.
