Overview

The Texas Health and Human Services Commission (HHSC) helps provide food, health care, safety and disaster assistance services to Texans. In addition to connecting people with a range of resources, the agency regulates health care providers, professions and facilities throughout the state.

HHSC manages numerous programs including:

• Texas Medicaid and Medicaid waiver programs like Community Living Assistance and Support Services and Texas Home Living (PDF).
• Children’s Health Insurance Program (CHIP).
• Healthy Texas Women.
• Title V Maternal and Child Health Fee-for-Service Program.
• Early Childhood Intervention.
• Specialty health programs that provide access to benefits and services, such as:
  • Children with Special Health Care Needs Services Program.
  • Children’s Autism Program.
  • Blind and visually impaired services.
  • Hemophilia Assistance Program.
• Supplemental Nutrition and Assistance Program (SNAP).
• Special Supplemental Nutrition Program for Women, Infants and Children (WIC).
• Temporary Assistance for Needy Families (TANF).

How Do I Apply for HHSC Benefits?

Each application goes through a HHSC service program, local agency, or community partner. There are several ways you can find and apply to benefit programs you are eligible for:

• Find a community partner to help you sort through which benefits you can get and help you apply for them. You can either search the Texas Community Partner Program website or call Texas 2-1-1 to get the name and phone number of a community partner in your area.
• Apply to programs on the Your Texas Benefits website.
• Go to a local office and apply either on a lobby computer or with a staff member.

What if I Have Questions About or Problems With My Services?

If you are receiving HHSC services and have questions about them, or if you are having problems with your services, call Texas 2-1-1 or talk with your case manager directly.

If this does not solve your problem, you can contact the HHSC Office of the Ombudsman. They are an independent group that makes sure people who get HHSC services are being treated fairly. They will review your complaint and connect you with services or agencies that can help you.

• Calling toll-free 877-787-8999. People who have hearing or speech impairments can call any HHSC office by using the toll-free Relay Texas service at 800-735-2989. Callers needing a Spanish-speaking agent can call 800-662-4954.
• Going to the HHSC Office of the Ombudsman website.
• Texas Health and Human Services (HHS) — which includes HHSC and the Texas Department of State Health Services  — has hundreds of programs and services that help more than 7.5 million people each month. Advisory committees, such as the Policy Council for Children and Families and the Aging and Disability Resource Center Advisory Committee, assist HHS in developing and implementing policies and programs that meet the needs of Texans.
